The battalion consisted of persons called to exceptional exercise. The first commander was major Josef Kadeřábek. Members of the battalion worked on the construction companies Posista, Konstruktiva, Průmstav, Moravostav and Severostav. Members of the battalion were initially deployed throughout the territory of the state, in the later period only in the south of Bohemia and Moravia.
