The Turkestan-Caucasian-Muslim Legion, a regimental strength unit consisting of three battalions, split in March 1942, with its II Battalion becoming the basis of the Caucasian-Muslim Legion.
Due to the increase in the number of Azerbaijani volunteers (their number in the Wehrmacht ground units reached 40,000), members of other nationalities were withdrawn from the Caucasian-Muslim Legion, and in July 1942 it was renamed the Azerbaijani Legion.
The Legion served as a headquarters with a permanent staff that provided training for Azeri (Azerbaijani) - volunteers from among deserters and prisoners of war - and formed them into reinforced field battalions, which were then individually sent to the front.
In June 1943, the Legion formed the headquarters of Infantry Regiment 314 for the newly formed 162nd (Turkestan) Infantry Division.
