History: on the basis of the requirements which emerged from a meeting of the representatives of the Rikugun Koku Hombu with mjr.Fujitou, was invited by Mitsubishi to a design of the aircraft far to the survey. To the head of the team was built by ing.Tomio Kubo, that tried to build an aeroplane with what may be the lowest aerodynamic resistance. The engines used according to specifications: Mitsubishi Ha-26-I I with the fairing, as they were used to produce the Mitsubishi Ki-15-II. When the design was used also in the project dvoumotorováho fighter Mitsubishi Ki-39, which was not implemented. The wing profile was the same as for the Ki-15-II.
Tests were initiated in November 1939 and lasted until 10.08.1940, attended by many distinguished military airmen. After the tests were launched serial production, though the aircraft did not meet one of the main requirements - the maximum speed at least at the level of 600 km/h. there Was, however, the forecast growth performances, as motorářské department ended the test engine Mitsubishi Ha-102 with a higher power. All made machines, the Ki-46-I served in the air school Shimoshizu. It turned out to be a good idea, since even here there are identified defects, which could be more quickly corrected..
