Specific information about this airport can be found here on page 455. However, the coordinates given refer to the village of Novoukrainka (Novoukrainian district), which was never called Novokrasnoye (or similar). However, according to contemporary and historical maps, there are two villages named Novokrasnoye in its vicinity.
Approximately 25 km to the northeast is the first of these 48°29'14.4 "N 31°44'14.2 "E and approximately 25 km to the southwest is the second 48°01'30.4 "N 31°21'04.3 "E.
This source lists the location of the airport 38 km west of Kirovohrad, so I'm leaning towards the first option.
