The Pioneer was developed based on the A.4/45 specification for a light liaison aircraft capable of operating from small areas. The VL515 prototype first flew in 1947, it was a four-seat upper stage with a de Havilland Gipsy Queen 32 engine. At that time, however, the Air Force lost interest for financial reasons. The company converted the aircraft to a five-seat Pioneer II with an Alvis Leonides engine, intended for the civilian market, where it failed.
In 1953 the RAF felt the need for a new liaison aircraft to replace the Auster 6/7 to supply remote bases in Malaya, where a communist insurgency was underway. Accordingly, the test squadron purchased four Pioneer IIs under the designation Pioneer CC Mk.1 and assigned them to the 1311th Squadron in Kuala Lumpur. Eventually, the RAF bought a total of 40 machines, including modified prototypes, which served in Malaya, Aden and Cyprus, with combat deployments still taking place during the Indonesian-Malaysia-Confrontation. The latter were decommissioned from the RAF in 1969. During service, 22 machines were lost in accidents, none destroyed by the enemy.
Nine machines were built for the Royal Malaysian Air Force, four were used by the Ceylon Air Force and two were purchased by the Iranian Customs Administration. Four machines were borrowed from the RAF by Oman, and three served as company demonstrators.
