In 1959, serial production of Jak-28 bombers, derived from the type series, began in Irkutsk Jak-25. Three prototypes, the Jak-129, the Jak-28-2 and the Jak-28-3, were created by converting the Ako-26. State exams Jak-28 began 14.09.1958. Soon after, it was decided to mass-produce the bomber. At the end of 1959, the first 3 serial machines were built, equipped only with the optical sight OPB-11 and unable to operate in any weather. In 1960, two more serial JaK-28 machines were completed, equipped with the RSBN-2 "Svod" radio navigation system.


Since the first serial machines, equipped only with an optical sight, did not allow to perform bombing tasks other than in good visibility (and nothing changed the additional installation of radionavigation equipment), already in 1960 began mass production of another version, equipped with radar sight RBP-3 ( factory designation изделие 28Б). A total of 37 aircraft, designated the Jak-28B, were produced and handed over to the USSR Air Force for training and combat training. The manufacturer guaranteed the aircraft a maximum speed in the range of 1600-1700 km/h, a practical range of 14-15000 m and a range of 1550 km without additional fuel tanks. Compared to the values reached by the prototype during the tests, it was a decrease in performance of serial machines by 10-15%. Another disadvantage of the machines was the inaccuracy of the on-board navigation and aiming system. The aircraft were practically usable only against large ground targets, or large surface vessels, while the role of the front bomber required the destruction of small, point targets. However, the RBP-3 radar sight did not have the ability to recognize a column of cars or a group of tanks on reflection from the field. The result of development and production was therefore an aircraft which could not fully perform the tasks required of it.


The production of Jak-28B was followed by versions Jak-28L and Jak-28I equipped with additional systems and finally meeting the requirements of the army for the aircraft.
